the app store says 'an error has occurred'

-deleted the partial file from my hand drive and restarted - starts and fails to download
-deleted partial file again
-restarted using command R to redownload operating system - shows the old version of my operating system, starts and fails to download
-deleted partial file again
-repaired disk upon restart using command R - starts and fails to download
-deleted partial file AGAIN
-restarted using command R to redownload operating system (again)- starts and fails to download
